Tsunami scam letter: Simon Beta or Simon Fred, Somalia

Where did this letter come from? The author of this letter attempted a misdirection. Although it supposedly was sent through GlobalSat.net, the IP address does not belong to them. In actuality, it was sent through a blind proxy - the computer of a Midwest company has a "backdoor" open in their computer system, and this was used to send this email. Where is the author for real? From the time zones I can pretty well establish that it was sent from West Africa, making this another Nigerian Scam Letter.

TSUNAMI QUAKE FLOOD IN SOMALIA Good Day My name is Simon A. I need your help so i can cliam the funds and i want to contribute the funds to the TSUNAMI RELIEF FUNDS, i will give to you 30% if you can help me contact the company with your delivery address so this funds can be delever to you, i will be going to Ghana next week to make arrangement with the company on the transfer of the funds to you.
