The
best creditworthiness value of a bank's client issuing COMMERCIAL
PAPER (short term promissory notes). The
creditworthiness is determined by the bank based on certain standards involving
the value of the issuer and the timeliness of that issuer payment record.
If
the issuer is a bank, then the rating of the commercial paper is based on the
same principals, but the rating is conducted by an independent agency
specializing in rating banks, such as Standard and Poor's.
